(3) The purpose and object of the Fund shall be to meet the expenditure incurred in connection with  the  control  and  eradication  of  trafficking  in,  and  abuse  of,  narcotic  drugs,  psychotropic substances,  controlled  substances,  or  treatment  an  rehabilitation  of  drug  addicts  and  for  all  or  any related purposes, as may be specified by the Federal Government. (4)  The  management,  overall  control  and  supervision  of  the  affairs  of  the  Fund  shall  vest  in  a Governing  Body  consisting  of  a  Chairman  and  such  other  members  as  may  be  appointed  by  the Federal Government by a notification in the official Gazette, on such terms and conditions as may be prescribed. (5)  The  Governing  Body  shall  have  the  powers  to  regulate  its  own  procedures  and  co‑opt members as it may deem appropriate. 55. Annual Report of the activities financed out of the Fund. The Governing Body shall, after the  end  of  each  financial  year,  submit  to  the  Federal  Government  a  report  giving  an  account  of  its activities  and  the  activities  financed  out  of  the  Fund  during  the  financial  year,  together  with  a statement of accounts. ______ CHAPTER VIII INTERNATIONAL CO‑OPERATION. 56.  Authority  to  make  and  act  on  mutual  legal  assistance  requests.__(1)  This  Chapter  is subject to any treaty, arrangement or understanding with foreign States to which Pakistan may from time  to  time  be  party,  and  nothing  in  the  Chapter  shall  be  taken  to  limit  the  nature  or  extent  of assistance which Pakistan may otherwise lawfully give to, or receive from, foreign States. (2) The Federal Government may__ (a)  make  request  on  behalf  of  Pakistan  to  the  appropriate  authority  of  a  foreign  State  for mutual  legal  assistance  in  any  investigation  commenced,  or  proceeding  instituted,  in Pakistan  relating  to  an  offence  committed,  or  suspected  on  reasonable  grounds  to  have been committed, under Chapter II of this Act; (b) grant or postpone in whole or in part similar requests from foreign States on such terms and conditions as it thinks fit; and (c) refuse (in whole or in part) such requests from foreign States on the ground that to grant the  request  would  be  likely  to  prejudice  the  sovereignty,  security,  public  order  or  other essential public interest of Pakistan.
